The OSCE and ODIHR have made proposals for revisions to the Electoral Code, and on Wednesday, a round table discussion was held between political parties and specialists from the Office of the Director of Human Rights (ODIHR).
During this meeting, the Socialist Party, with the assistance of two specialists named Eridian Salianji and Viktor Gumi, presented the text that contained ideas for modifications to the Electoral Code. These modifications included the depoliticization of election commissions and the provision of voting by mail for immigrants.
Regarding the depoliticization of election commissions, the two socialist experts proposed that the Voting Center Commission (VCC) should be composed of three members. These members would be appointed by the administration of the CEC and selected from the body of commissioners who are prepared, have received training, and have been certified in advance by the CEC. When it comes to the KVC, one of the members also holds the position of secretary.
The Commission of the Electoral Administration Zone (KZAZ) should be comprised of five members, all of whom will be chosen by the Central Electoral Commission (CEC). The same system that is used for the monitors is also used for the Vote Counting Groups. These groups are made up of four political monitors, as described above, who do not have any decision-making privileges, and two members who are nominated by the CEC Commissioner from the body that has been educated and certified in advance by the Council of Electoral Commissioners.
The SP demands that the body of election commissioners be created from among the ranks of the state administration who have the status of civil servants, education workers, lawyers’ room, notary’s room, as well as every citizen other than those who fulfill the educational and cleanliness criteria, who undergo mandatory training in advance, and who are certified by the CEC. This must be done in order to solve the problem of depoliticization once and for all. It has been advocated that the training should be obligatory for public employees and should constitute an essential component of the advancement of their careers. It is proposed that the list of individuals who have received training be used as a basis for drawing lots in order to pick commissioners.

In order to accomplish this, they will be required to register their residence address outside of Albania in line with law number 14/2016, which is titled “On the identification and registration of the address of Albanian citizens living outside the territory of the Republic of Albania.”

In the Electoral Code, the change is proposed by defining the time limit within which the CEC must approve the relevant by-laws for the voting of Albanian citizens residing abroad (for example, no later than six months from the beginning of the election period in 2025). Additionally, the time limit is also defined as the time when the CEC begins the registration procedure of citizens living abroad who have expressed their desire to vote in the parliamentary elections.
The two socialist specialists have put forward a number of suggestions, one of which is to strengthen the openness of political party funding and the control they have over those funds. Additionally, SP suggests that the Electoral Code be amended to provide a clear deadline for the transfer of cash from the state budget to political parties, and that there be an increase in the amount of public funding that is allocated to independent candidates.
Those who do not make use of the resources provided by the state hold a unique position. In the draft that was reviewed today, it is known that the SP has suggested that the Electoral Code include a provision that prohibits any public action that is to be promoted during the 30-day election campaign. This prohibition applies regardless of whether or not the activity was planned using funds from the state budget.
